The Development Review Committee is a technical advisory body that makes recommendations to county department heads, who provide final approval on development projects. The committee reviewed three projects in pre-application meetings Tuesday and recommended a fourth for final approval.
Two warehouses proposed off South 8th Street
James K. Johns of Solid Rock Engineering, agent for property owner Turner Ace Hardware Fernandina LLC, presented preliminary plans for construction of two warehouses at 3070 South 8th Street, a commercially zoned site with an existing, currently vacant warehouse. County planning staff said the project will require a conditional use permit before the county’s Planning and Zoning Board, since warehouses are not permitted outright in the commercial intensive zoning district. County staff recommended the site not be granted access to Cashon Road, an unconstructed local road with nearby residences, and instead directed the applicant toward State Road 200 for access, which will require a Florida Department of Transportation permit. Because the property lacks public water service, the applicant will need to work with the county fire marshal’s office on alternative fire suppression options, such as an on-site water tank, before submitting detailed site plans.
Wildlight’s southern planning area to add up to 350 homes
England-Thims & Miller, representing agent Jon-Michael Barquin on behalf of property owner Raydient LLC, sought the pre-application meeting to discuss construction of a single-family residential development in Wildlight’s southern planning area, located south of State Road 200 and west of the Liberty Cove development. The project would add between 340 and 350 lots across two phases, with the first phase connecting to Liberty Crossing and the second extending north to Mentoria Road. The development is currently under review for a comprehensive plan amendment, expected before the Board of County Commissioners around Sept. 14, along with a related land use amendment and planned development plan. As part of the amendment, Jacksonville Electric Authority-owned wellhead parcels on the site would be deeded to the developer in exchange for preserving other conservation areas.
Wild Acres Trail extension to front future county park
England-Thims & Miller, representing agent Jon-Michael Barquin on behalf of property owner Wildlight LLC, presented plans to extend Wild Acres Trail to serve future development and a planned county park, with construction including a new roadway, utilities and a stormwater management facility. The extension continues from the recently approved Oak Hammock North residential project, connecting a roundabout off Rufe Lake Parkway north to the entrance of the future county park. Staff said the project meets standard local road cross-section and stormwater requirements, with no additional comments from the fire marshal’s office beyond standard road width and turnaround requirements.
Liberty Cove Phase 2, Unit 1 recommended for final approval
The committee recommended technical approval of the preliminary plat for Liberty Cove Phase 2, Unit 1, a continuation of the Liberty Cove subdivision that will add 167 single-family lots. Owner Liberty Cove Nassau LLC was represented by agent Justin Williams, P.E. All department representatives reported no further comments or outstanding issues.
